I'd suggest one or both of the following: 

a) File a bug in bugzilla.redhat.com against the kernel and ask nicely
for them to be enabled. It may simply be an oversight. Or there may be
a reason, in which case a kernel maintainer will tell you. 

or

b) Post to the fedora-kernel list and ask the same...
