I haven't actually had to do this.  What setkeycodes seems to say is
that some keyboards have scan codes that the keytables in the kernel
don't have and so don't recognize.  So it is necessary to set them
manually to avoid the errors.  You could open a bugzilla at
https://bugzilla.redhat.com/ against the kernel in order to get it
fixed permanently, I think.  At the very least they probably know more
than I do. :-) 

The fact that all the keys are OK might mean that there is a bug in the
code that recognizes the key presses and releases.  Or that your
keyboard is occasionally sending spurious codes (getting worn out).  I
really can't say for sure, just guessing.
