Pulseaudio 40% of CPU

I played one video on youtube, then
killed the youtube browser tab.
I have no video or audio playing.
Many minutes later and still pulseaudio
taking 40% of CPU.
What in blazes is it doing? Why was it
designed to do this with nothing playing?
Every time I finish watching a flash vid,
or listening to something, I have to always
kill pulseaudio so I can get some response back.
