Replying to my own message here to say there's no point in filing a new Bugzilla report on this problem. There is already a truckload of bug reports about system-config-display --all basically the same and almost all assigned to Adam Jackson (ajax). This bug appears to be firmly on Adam's back burner for some time now. There's been no consolidation of duplicates, nor any other signs of administrative notice.
