It can be random latin, or a real latin text. It's usually used in page layout, to see how the page looks, but with something that you can't actually read, so you concentrate on the thing you're meant to be adjusting. Some people also use it to get a feel for how a certain font looks on a page. I used it to illustrate the stupidity of wasting space with needless text. In well over a decade of using mailing lists, sometimes reading hundreds of messages a day, and writing dozens, I've never found it difficult to prepare an easy to read reply. But the concept of editing seems to be completely beyond some people's comprehension.
