Try running vmstat 1 for a while and look the si and so (swapin, swapout) columns. If there is constant swapping activity, the load you are putting on the machine is too much for the available resources. Having 1 or 2 GiB of swap will not change anything, as you are actually using about 300MiB. Hmmm..... now that I re-read your top output, the machine appears to have a busy CPU (0% waiting and around 100% of usage). Maybe it is not the RAM to slow it down (the kernel manages to have 100MiB used for cache, so it is not critically desperate for RAM).
