Haven't tried exaxty the same, but "telinit 4" works for me.

I want to user rublevel 4 for a special network setup, and runlevel 5 
for normal operation. With my modification (and a special grub entry)
the machine boots perfect to runlevel 4, has the special network setup
activated, but no graphical loigin.
