I have found the same problem when ever I update adobe flash.  I also
notice the problem with upgrades from the RPM Fusion repository -- but I
am not as certain about this -- it had been a while for fusion updates
until today.

In any case, I get the same problem you describe when I simply do a
restart after installation.  I have found, on the other had, that if I
do a full shutdown and a cold boot my CPU and Memory utilization drops
back to normal.

It might be worth a try!
