Because there were some significant rpm related changes along the way and
for at least one point an upgrade needed an up to date version of that
release to go to the next release. Skipping over that jump would require
doing a lot of stuff by hand.

If he finds his time valuable, wasting it trying to do an upgrade that isn't
going to take a lot extra of it, isn't a good idea.
