You have to install grub on each one of them separately.

Insert the pen drives in one order and install grub, then remove them
and install them in different order and install again.

Each one of them should think to be the first hard disk as
regards to booting.

It looks like you have both your pen drives thinking they are the
second disk (maybe because you have a real hard disk which is
using the first position).

Sorry for not giving your specific commands to try.
