thanks Phil,  this worked!
After adding the DNS1, 2,3  and DOMAIN=  to the ifcfg file,
ifconfig showed eth0 without any IP
and resolv.conf had no entries.
so:
sudo service NetworkManager restart
then ifconfig shows eth0 with my static ip,
and resolv.conf shows the three nameservers.
and internet back up!

thanks to Tim also who answered my question re NM_CONTROLLED=no

I learned a lot from this exercise.
