I think it is udev. There is another thread on the same subject....

You sent your udev persistent-cd.rules file, but it is a little bit
confusing.

How many physical drives have you?

It seems that the same drive has 2 different "pci addresses":

# DVD-RW_DVR-111 (pci-0000:03:00.1-scsi-0:0:0:0)

and

# DVD-RW_DVR-111 (pci-0000:02:00.0-scsi-0:0:0:0)


Did you try to generate a new one with the command:

udevtest /sys/block/sr0

(keep the old one.... in case)

I have done this on a Dell laptop where the problem occured and here is
the file generated:

Try too, lspci and lshw to get some information about the bus etc.
