DNSSEC didn't have to be turned on. I got the error (named wouldn't
start), but here's named.conf:
dnssec-enable no;
dnssec-validation no;
dnssec-lookaside . trust-anchor dlv.isc.org.;
It had to do with doing an upgrade from F10 or F11 to F12.
