I may have found the problem.

wget http://mirrors.fedoraproject.org/releases.txt

That gives me a file which contains these lines immediately after the header
stuff:

[Rawhide]
# Rawhide is *always* the newest - hence version 999
stable=False
preupgrade-ok=True
version=999
mirrorlist=http://mirrors.fedoraproject.org/mirrorlist?repo=rawhide&arch=$basearch
#baseurl=http://download.fedora.redhat.com/pub/fedora/linux/development/$basearch/os

[Fedora 11 (Leonidas)]
stable=True
preupgrade-ok=True
version=11
mirrorlist=http://mirrors.fedoraproject.org/mirrorlist?repo=fedora-11&arch=$basearch
installmirrorlist=http://mirrors.fedoraproject.org/mirrorlist?path=pub/fedora/linux/releases/11/Fedora/$basearch/os

I see that Fedora 12 is not there.

In addition, I now have a new problem with my laptop, the one where preupgrade
was actually doing its thing.

I got a message telling me to free up more space in /boot so I hit the quit
button and removed the two outdated kernels leaving only the latest one.

I then re-ran preupgrade and was prompted to resume the upgrade. I told it to
continue and after a bit of waiting the preupgrade window went away and left me
with this error message:

[root@acer frankcox]# preupgrade

I ran "yum clean metadata" and tried again but got the same result.

So I now have two separate issues on two different machines.
