My CentOS box has /dev/fd0 and /dev/fd0H1440. So I can do "fdformat -n /dev/fd0u1440". My F11 box has only /dev/fd0. I was going to suggest setfdprm so you set the floppy capacity yourself, but it looks like it's no longer available after FC6.
