You should get a dialog asking you for the root password when you click 'New' -- fetching the list of available devices from CUPS is a restricted operation. Are you not seeing that dialog? When you run system-config-printer are you doing so from the console, or running it from a remote login (e.g. over ssh or vnc)? Tim. */
