ISCI-target on Fedora 10 , is it broken ?

iscsi target daemon service always seems to fail . Is this broken in Fedora 10 .
It fails with the following error

[root@Zion ~]# /etc/init.d/iscsi-target start
Starting iSCSI target service: netlink fd: Connection refused
                                                         [FAILED]
[root@Zion ~]#

Here is my config file and initiators.allow file contents
/etc/ietd.conf
--------------------------------------------------------------
Target iqn.2001-04.com.example:storage.lun1
  Lun 0 Path=/opt/lun1.img,Type=fileio
  Alias LUN1
----------------------------------------------------------------

/etc/initiators.allow
----------------------------------
iqn.2001-04.com.example:storage.lun 192.168.122.1, 10.1.1.1, 10.1.1.2, 192.168.1.33
