A comment near the top of /etc/pulse/client.conf reads:

## Configuration file for PulseAudio clients. See pulse-client.conf(5) for
## more information. Default values a commented out.  Use either ; or # for
## commenting.

I too am interested in not having pulseaudio start at login time, which
is why I'm following this thread.
