It's not a bug, it's supposed to work that way. The behavior can be changed by:
sh-4.0# PATH=$PATH:.

Assuming that it's a Bourne shell or bash. This sets the current directory into the search path for executables. If it's not there you have to specify a full or relative path for the executable.
