The mighty Chris Tyler has been trying to get this initiative moving
for a while, but hasn't had enough contributors to help him.  As your
post shows, there are people interested in using it -- but it's going
to take people *working* on it to make it happen.  If you're
interested in doing so, send him some email to talk to him about it!
