What is the output of
$ su -
passwd:
# ls -l /etc/ppp/ip-up

In my case it is the following:
[olivares@localhost ~]$ ls -l /etc/ppp/ip-up
-rwxr-xr-x 1 root root 430 2008-11-11 10:51 /etc/ppp/ip-up


This might help find out what is happening.

here is my ls -l :
-rwxr-xr-x. 1 root root 430 2009-05-01 15:35 /etc/ppp/ip-up

and my ls -Z:

 -rwxr-xr-x. root root system_u:object_r:pppd_initrc_exec_t:s0 /etc/ppp/ip-up
