UTF-8 is a form of encoding text (this is letter A, this is number 3, etc.), it's used for all sorts of types of text (plain text, HTML, word processor documents, etc.). Text formatting, is another matter (plain text with no formatting, HTML formatting, RTF, etc.). Regardless of format, UTF-8 is a good option, as it's one encoding scheme, world wide, for just about any character you could type.
