"man wifi-radar" states that "If the conf file does not exist, it will create it". Admittedly the man-page does not explain precisely what "it" is that will create the conf file. But "sudo wifi-radar" does not do "it". Also "man wifi-radar.conf" gives what it calls a "sample" conf file, but does not explain what the entries mean.
