You still have the same problem - if the BIOS can not access the USB
drive, Windows is not going to be able to load its drivers.

I am not sure how you would go about installing Windows to a USB
drive without BIOS support. If you take a drive with Windows, and
move it to a USB enclosure, Windows is not going to have the correct
drivers to access its own hard drive.
