Bill, I don't know of any existing program that will do that at the command line, but here's an idea: Glabels is a gui label program that will do most of what you want, and I notice that there is a glabels-batch program to batch-print labels previously set up using the GUI. You could probably write a short wrapper script to take the command-line text arguments, put them in a temporary CSV file, then use glabels-batch and the CSV-merge capability to grab that data and print.
