your recipe demands that both conditions are met.  Are they?

Try re-writing that as

> #fedora-devel

> * (^Sender|To|List-ID): .*fedora-devel-list
> fedora-devel

It should pick up both sets, as it asks that any one of those three fields 
contain 'fedora-devel-list'
