sounds like you are partitioning /var by itself and making it way too
small to be useful.

At the point where the disk is full, running any rpm are likely to fail
because the rpm database was unable to write the changes that it made.

you need to figure out why /var or the filesystem on which /var resides
is full, make space...considerable space and then do your --rebuilddb
