sounds like packagekitd

the odds...probably pretty good because it is somewhat new and feeling
the growing pains.

I don't know if there's a cache or profile left behind by packagekit
from reboot but I'm gathering that there is.

Perhaps kill off any packagekit processes that are running and launch it
(as user, not root) from cli and errors should be noted in terminal.
