You'd have to resort to something like Devil's Pie¹ for this I think.
Gnome doesn't give a lot of control of thing like this. :/

Then, you'd add devilspie to the startup command list.  To have it
move Evolution windows to workspace 3, you'd put something like this
into ~/.devilspie/evolution.ds:

(if (is (application_name) "Evolution") (set_workspace 3))

¹ It's just a "yum install devilspie" away.
