Please reread the various posts on this. There is no contradiction in regard to what preupgrade does. Several people have posted on this and we're all saying the same thing. Upgrading from one version to the next is what preupgrade is *for*. You can run it right now and upgrade to F10-pre if you want to, or if you're not sure, wait till the F10 official release and do it then. It's entirely up to you.
