I don't believe I have ever installed java-1.6.0-openjdk-devel

# rpm -qa | grep openjdk
java-1.6.0-openjdk-plugin-1.6.0.0-0.18.b09.fc9.x86_64
java-1.6.0-openjdk-1.6.0.0-0.18.b09.fc9.i386
#  grep openjdk-devel /var/log/yum.log*
#
These logs go back to the beginning of June. I know I didn't install it manually.

Therefore, you must have installed 
> java-1.6.0-openjdk, which in turn provides the 
> /usr/lib/jvm/jre-1.6.0-openjdk.x86_64/ directory
