You don't indicate which version of Fedora you are on, but presuming F9,
many of those will be available in F10. In general, significant updates
to apps are not made within a Fedora release.

Evo 2.23, OOo 3.0 and kernel 2.6.27 are all there. 

Looks like gimp 2.6 is not yet present in F10 beta (though it is in
rawhide), likely because it was not ready before F10 feature freeze.

The problem typically is that you get a variety of upgrade related
dependencies (eg. gtk) that can get too complicated to handle within a
Fedora release, while those same dependencies are satisfied in the next
release.

Wait for F10 and your wish will be realized.

Push comes to shove, you can always go upstream and get the latest
version. I did that with OOo 3.0.
