Are you asking *how* to setup the static addresses for the interfaces
and then the routing, or just the routing?  If it's just the routing, on
the windows box (from a cmd.exe window) do a "route -p add net 0.0.0.0
mask 255.255.255.0 10.0.0.1" (that will setup the static route to route
everything thru the Linux ip address and save it for future reboots). 
As to setting up the routing on the Linux box, if you can reach the
internet from the Linux box then the routing is done (as long as the
wireless network is not on some 10.* network that might encompass the
10.0.0.0/24 network).  You may have to play with the firewall if you are
running it on the Linux box to make it allow the traffic, and you'll
need to setup ip forwarding in /proc/sys/net/ipv4/ip_forward.  As to
setting up the static routes, in Windows the easiest way to do it is
with the Networking gui, in linux you can use Network Manager (yuk) or
set it up in the /etc/sysconfig/networking and
/etc/sysconfig/networking-scripts area.
