mirrors.fedoraproject.org from China

I have a simple question.  I live in Shanghai, and I have found that
everything on:
http://mirrors.fedoraproject.org/
is blocked.

A specific example of what is blocked is:
http://mirrors.fedoraproject.org/mirrorlist?repo=updates-released-f9.newkey&arch=x86_64

If this site is unavailable, yum does not function.

The part that concerns me is that it does not seem the be my ISP or
the Chinese Great Firewall that is doing the blocking.

Hop 17 ( 63.241.128.186 ) is in San Diego California.  A bunch of
these IP address are run by AT&T in NJ.

I have learned that more and more of the blocked sites are not due to
the Great Firewall, but are blocked by US ISPs and site admins who
block all requests from China.

I can reach:
http://fedoraproject.org/
without any problems.

I eventually started using a proxy which made my requests appear to
come from a US based IP address, and then yum worked perfectly.

Can anyone provide some insights into what is happening?
