By default it is enabled. Though for a Yum-based upgrade you need to make
sure you upgrade the "fedora-release" package first, so the $releasever
variable in Yum's repository definitions becomes 9. (Some people modify
the .repo files manually and forget pointing some of them to Fedora 9.
Then they mix Fedora 8 and 9 and see dependency problems.)
