Indeed it isn't.

Use the folder view plasmoid in KDE 4.1 instead of throwing the icons directly 
on the desktop (support for icons directly on the desktop is a leftover from 
4.0, it's no longer recommended in 4.1), that one arranges the icons 
automatically, but be warned that you can't rearrange the icons manually (well, 
you can, but it's forgotten when you log out!).
