$ rpm --showrc shows %__os_install_post calls /usr/lib/rpm/redhat/brp-java-repack-jars
if %__jar_repack macro is not defined. So just adding

%define __jar_repack %{nil}

at the top of the needed spec file or adding

%__jar_repack %{nil}

on ~/.rpmmacros should do what you want.
