I couldn't find ni.net as a mirror for Fedora 9 but that doesn't mean
that they don't mirror it.

I also don't think 'images' is the directory you want to use.

For example, I would use something like, 

http://mirror.hiwaay.net/pub/fedora/linux/releases/9/Fedora/i386/os/
