This is worth a try:
Before logging in:
rm -f ~/.kde/share/plasma*
(or rename/backup those files).

Renamed the files in ~/.kde/share/config/ to fix.  The two files found were plasmarc and plasma-appletsrc.  Thank you for your suggestion!
