Preupgrade downloads the packages to your local system and points Anaconda to that which internally uses yum to resolve dependencies.

By the way, I saw the author page said the package is not in test now
and planning to make some improvement.

Yes, the software itself is considered complete but the package is sitll in the testing repository pending the Fedora 9 release.
