The latrc howto is the best documentation I have found, though it is dated. You'll probably want to supplement it by reading about IFB interfaces which are the replacement for IMQ interfaces in 2.6. Though there isn't a lot of documentation about them. What do you mean at the ISP level? Are you working for an ISP and want to implement a shaping policy?
