Well, the tex system is quite complicated, with many components, and
there are differences between distros in the way it's setup. But in
any case, we can't fix the problem without more details... without a
BZ report, there's a possibility that F-9 will ship with a texlive
that doesn't work for you. You'd be helping out tremendously if you
could test the Fedora texlive packages and file a BZ if you still see
the problem you mention.
