Nope. The license could change, but it must be a free software license that is acceptable in Fedora. The list of acceptable licenses (as well as some explicitly listed unacceptable licenses) is at: http://fedoraproject.org/wiki/Licensing So, you might find a package changes its license from GPLv2 to GPLv3+. Or perhaps from GPLv2 to BSD. But you won't even find a license move to some proprietary license.
