not a good piece of code does not mean it could not be accepted in

Try coming up with a more precise definition of "not working well". I am
pretty sure there are core pieces of the distribution that atleast some
people would consider as not working well including the Linux kernel.

These guidelines say nothing about whether an application works or not.
That's my point. Where is your definition of "not working well".
Note that in this case Paul Johnson was advised
to submit a package to the Fedora repository
even though he (Paul) did not think it worked properly.
It would be disastrous if it were thought that Fedora accepted packages
known by their submitters not to work.
Imagine writing to the author of a package to complain that it did not work,
and being told, "No, it didn't work for me either".
If it does not work for even the submitter, they should never submit in
the first place. Whether something works well or poorly in general
however is hard to define is a generic manner.
