I am trying to install f8 on an older computer to be a fax server. No
gui (headless whatever).

256 mg ram
866 mhz cpu
no dvd player

I downloaded the boot.iso but the ftp and http installs don't work - I
think it might be a bug and will report unless others have gotten it
to work

I am in the process of downloaded the live cd but am doubtful I will
get it to run on my limited resources.

what should I do now? - any suggestions? Give up on f8? Go back to an
older version of fedora? Different distro, if so what?

Put the Fedora-8-i386-DVD.iso or Fedora-Unity-20080204-8-i386-DVD.iso on a 4GB USB stick or on a reasonably sized USB hard drive (it works easiest when it is in the root directory of the device) and boot the boot.iso or Fedora-8-i386-rescuecd.iso while the USB device is in, then tell it you want to install from a hard drive.
Note: I _THINK_ you have to use those images in pairs, i.e., use
Fedora-8-i386-rescuecd.iso with Fedora-8-i386-DVD.iso
or
Fedora-Unity-20080204-8-i386-rescuecd.iso with Fedora-Unity-20080204-8-i386-DVD.iso

of course if you are looking at Fedora-Unity-20080204-8-i386-DVD.iso, then you could use the jigdo[1] to build a CD set, and avoid the USB thing.
