Yes.

Apps should not fail after an upgrade. KDE 3 apps are provided when there is a KDE 4 equivalent not yet available.

Or will some re-configuring be needed for the transition from kde 3 to 4?

A number of core configuration details has changed so I expect some. If you have time, do a test upgrade to Fedora 9 alpha or rawhide and provide some feedback via fedora-test list. That should help the developers involved fix any issues that crop up.
