Issue with .gtkrc-2.0 on XFCE 4.4

Hey,

I'm not sure if it's a bug or just something that got changed in
fedora or just something that i'm doing wrong..

I'm trying to edit .gtkrc-2.0 (which isn't existing by default on ~/.gtkrc-2.0).
I added this:

style "panel"
{
bg[NORMAL] = "#FFFFFF"
bg_pixmap[NORMAL] = "background.ext"
fg[NORMAL] = "#FFFFFF"
}

widget_class "*Panel*" style "panel"
widget "*Panel*" style "panel"
class "*Panel*" style "panel"

But when i restart the panel nothing changes like the settings aren't
getting applied.
I tried a few other configs changes in the file and tried rebooting
(can't imagine that would help anyway) but all with no results.

I'm using a up2date Fedora 8 with XFCE 4.4.2
