I can't answer your question, because I simply don't know the
answer; however, I encountered this problem once before. This may
just be noise for you.

The issue was that grub had gotten confused about which drives were
which (as I have a mix of SATA and IDE). After going through BIOS
and making sure my drives were properly identified and changing
during boot what drive root was on, it booted up like a champ and
I've had repeated success over several boots.

I do not use Fedora on the machine that this occurred, I have
CentOS on that machine. It may have worked for you though.
