You didn't mention if you were using F8 or another version. In F8 the file to edit is /etc/sysconfig/rsyslog. In other it is /etc/sysconfig/syslog and I modified mine and restarted.

It works as expected....

[root@f8 sysconfig]# netstat -nap | grep 514
udp 0 0 0.0.0.0:514 0.0.0.0:* 2527/rsyslogd udp 0 0 :::514 :::* 2527/rsyslogd

    Just a guess here...but shouldn't it be

    SYSLOGD_OPTIONS="-r -m 0"
