Can you remove the line

 #        kernel /boot/vmlinuz-2.6.23.12-52.fc7 ro
 root=LABEL=/ rhgb quiet
 selinux=0

so that it matches the 

title Fedora (2.6.21-1.3194.fc7)

one.  If you have done that, and it did not work, then there might be something wrong with the initrd/or something else.
